The Ministry of Agriculture, in cooperation with industry interest groups, has previously developed guidelines for the development of Forestry and related industries, where the goals, sub-goals, directions for achieving goals, etc. of the forest industry development policy are formulated. In 2021, the European Commission came up with a proposal for a more ambitious climate goal at the level of the European Union. Therefore, it is necessary to evaluate the guidelines for the development of the Latvian Forest and related sectors and to develop new ones that take into account the climate neutrality goals of the European Commission and are related to the New European Union Forest Strategy 2030. The criteria and indicators included in the new strategic document to achieve the set goals should correspond to the current Forest Europe indicators, supplemented with the climate (LLUCF) aspect. The indicators should be numerically assessable and should be based on scientifically correct measurements in nature or scientifically correct calculations that would objectively describe the situation in Latvia.

The aim of the Study is to support the development of the new planning document for the promotion of the development of the forest sector with proposals and scientific data.
